Our Mission and Vision Founded in 1995, the Joint Policy Council on Agriculture and Higher Education (JPC) consists of the chief executives of California’s public institutions of higher education which have substantial agricultural programs, along with the chairman of the JPC Advisory Board. The JPC was created to address the challenges of sustaining public higher education’s vital support of California agriculture in the face of present and anticipated factors that threaten the traditional excellence of higher education agriculture programs and the competitiveness of the agriculture industry. Among these are reduced budgets for higher education, the globalization of markets, and the impacts of burgeoning communities in traditional farming areas.

The JPC has thirteen members, consisting of the chancellors of the University of California campuses at Berkeley, Davis, and Riverside; the UC vice president for agriculture and natural resources; the presidents of the California State University campuses at Chico, Fresno, Pomona and San Luis Obispo; the chancellor of the California Community Colleges; the presidents of Modesto JC, Mt. San Antonio College, Santa Rosa JC; and the chairman of the JPC advisory board.
