Within the University, stipends are added to established salaries of academic appointees in recognition of added administrative responsibilities. Stipends are also added to established salaries of nonacademic appointees in recognition of temporarily assigned responsibilities at a higher salary grade. Specific information on when these stipends are appropriate within the Division is set forth below.
I. DIVISION POSITIONS THAT QUALIFY FOR STIPENDS
The following academic positions within the Division qualify for stipends:
- Academic Deans, Associate Deans, Assistant Deans and Department Chair positions on campuses.
- Directors, Associate Directors, and Assistant Directors of ORUs established by the Regents as specified in By-Law 12.2. The following SSPPs are also ORUs:
- Agricultural Experiment Station.
- Giannini Foundation of Agricultural Economics.
- Kearney Foundation of Soil Science.
- Water Resources Center.
- Wildland Resources Center.
- Equivalent academic administrative positions in units that are equivalent to a department of instruction and research. In the Division, County Director and SSPP Director are considered to be such equivalent positions.
II. COMPENSATION FOR ADMINISTRATIVE APPOINTMENTS
Individuals receiving a stipend shall continue to be compensated based on their academic rank and step. Any additional compensation for administrative responsibilities shall be allocated in proportion to the percentage of administrative assignment, if a stipend is deemed appropriate and if funds are available.
- Funding
Funding for stipends is part of the base budget of a unit. Stipends may be adjusted consistent with these guidelines and with established administrative parameters, as described in section IV-B below. All stipends are subject to the availability of funds.
- Number of Stipends
An individual shall not be paid a stipend if he or she is also paid a stipend for another administrative position. In other words, an individual may not receive more than one administrative stipend. However, if an individual who is already receiving a stipend is assigned additional responsibilities, his or her stipend may be increased.
- Exceptions
Policy does not permit payment of administrative stipends to academic appointees other than for service in the above positions. If it is necessary to pay an individual an administrative stipend for another purpose, the Division must seek approval of an exception from the Senior Vice President-Academic Affairs.
IV. CALCULATING STIPEND AMOUNTS
- To maintain consistency and equity in establishing stipends for all eligible academic appointees, the following criteria shall be considered:
- The size and complexity of the unit, including projected funds and number of appointees:
- Projected funds for counties include funds of SSPPs operated through the county office, if applicable.
- Projected funds for SSPPs include the entire funds for the program, including the amounts also allocated to the county.
- Gifts, contracts, grants, and other extramural sources administered through the county office including those funds associated with SSPPs.
- Efforts on the part of the county, or other unit being administered, to establish additional collaborative programs among counties, or with campuses or SSPPs.
- Relevant administrative experience.
- Academic leadership.
- The Regional Directors and the Assistant Vice President-Programs shall meet periodically to establish categories of stipend compensation based on the above considerations. An appropriate range of stipends shall be established for each category.
V. ADMINISTRATIVE STIPENDS FOR NONACADEMIC STAFF
An administrative stipend may be paid to a nonacademic appointee who is temporarily assigned responsibilities of a higher level position, or other significant duties that are not part of his or her regular position. Such stipends are subject to the applicable policies or agreements.
