I.        APPOINTMENTS

Certain positions within the Division are designated administrative. Titles of these administrative positions include Associate Vice President, Assistant Vice President, Director, Associate Director, Regional Director, Assistant Director, SSPP Director, County Director, Research and Extension Center Superintendent, Director-Research and Extension Center System, and others specifically approved by the Vice President. Some of these positions are in the Senior Management Group Program and others are in the Management and Senior Professional Program, and are subject to the policies and procedures of those programs. This section covers only appointees who retain their academic status with an additional administrative appointment.

Appointments of County Directors and SSPP Directors are in an academic series and are made with or without an administrative stipend. Recruitment for all permanent appointments to administrative positions shall be open unless waiver of this policy is approved by the Associate Vice President. The appointing authority for administrative positions is the Associate Vice President. Administrative responsibilities may be full time, or they may be combined with programmatic responsibilities in order to make the best use of each authorized position.

II.      TERMS OF APPOINTMENT

Appointment to an administrative position carries no implied commitment to an unlimited term in that position. The terms of appointment to these positions continue as agreed at the initiation of the appointment, or as long as the individual's performance meets organizational expectations, as determined by the administrative officer to whom the appointee directly reports. Assignments may be rotated in keeping with an individual's expertise and with the organizations needs and priorities. Individuals in programmatic administrative positions are expected to maintain their academic expertise.

III.     RECRUITMENT

A written position description containing the qualifications necessary to meet the responsibilities of the position shall form the basis for recruiting candidates and for determining their qualifications. A Search Committee shall assist the hiring authority to identify the best qualified candidate. Recruiting responsibilities rest with the Regional Director for County Directors, the Assistant Vice President-Programs for the Director-Research and Extension Center System, and the appropriate Program Leader for SSPP Directors, unless such responsibility has been redelegated. The Coordinator of Academic Personnel shall provide assistance in the recruitment. The process and final recommendation must be approved by the DAA.

IV.     COMPENSATION

  1. Salary

Initial salary level is established based on the position title series, and on the appointee's education and experience. Academic appointees with an additional administrative assignment may be provided a stipend. Advancement in all cases shall be based on meritorious performance. The procedures shall follow those used for all other academic appointments, with due allowance made for the administrative responsibilities associated with each assignment.

  1. Stipends

Academic appointees who are appointed to administrative positions will normally be given an administrative stipend in recognition of their added responsibility. Stipends for directors of official Organized Research Units (ORUs), and for all other academic appointees who are given administrative assignments, are governed by the provisions of APM-633 and APM-630. (See Section 326 on Administrative Stipends.)

V.       PERFORMANCE

Supervisors shall conduct performance evaluations on an annual basis. As part of the evaluation process, position descriptions should be updated to reflect changes in responsibility and authority. The Regional Directors are responsible for ensuring the acceptable performance of the County Directors, and for taking appropriate disciplinary or separation actions. The appropriate Program Leader is responsible for ensuring the acceptable performance of the SSPP Directors, and for taking appropriate disciplinary or separation actions. The Assistant Vice President-Programs has these same responsibilities for the Director-Research and Extension Center System.

VI.     OUTREACH/DIVERSITY

All persons with an administrative appointment are required to follow and implement nondiscrimination policies and procedures. They are also expected to transmit, by example and leadership, to the staff for whom they are responsible a commitment to, and attainment of, outreach diversity programs. Performance assessments of administrative personnel must include evaluations of outreach efforts.
