SECTION I - CARRY OVER OF FUNDS
- General
Regulations applicable to unobligated or unexpended
balance of Federal funds as of September
30 of each fiscal year vary according to provisions or
interpretations of the various acts.
- Smith-Lever Act and D.C. Public Postsecondary
Education Reorganization Act
These funds remain available to the State until spent in
furtherance of approved Extension
projects. Any balance unobligated as of September 30 is
available for expenditure in the subsequent year however,
a State may not carry over funds for a given fiscal year
unless it has met that year's offset requirement for
those funds.
- Section 1444 - Food and Agriculture Act of
1977
No more than 20 percent of the funds received by an 1890
Institution, under Section 1444, may be carried forward
to the succeeding fiscal year.
- Carry-over Balances
State Cooperative Extension Service are not permitted to
carry forward negative balances from one fiscal year to
the next. If a program or programs incur costs in excess
of the amount available in one fiscal year, the excess
should be made up from Smith-Lever 3(b) and 3(c) funds,
offset funds, State and county funds, or any combination
thereof.
