Communications policy is established by the Director--External 
     Relations (OER), under the supervision of the
     Vice President and in consultation with the Associate Vice
     President--Programs and other members of CODAD. 
     Communications priorities are established in accordance
     with the Division's overall administrative and program
     priorities.  Priorities are developed with maximum input
     from Deans, Regional Directors, and Program Managers. 
     Division Planning Groups are encouraged to provide input
     and guidance for the development of communications
     priorities.  Communications priorities are disseminated
     annually to Division personnel by the Director of External
     Relations.  Based on priorities, the OER Director works
     with Deans, Directors, Program Managers, and academic
     staff to plan and maximize positive exposure for Division
     programs, including affirmative action goals. 
     
     OER seeks to enhance the Division's communications to all
     populations of the State, including disadvantaged groups
     and non-English speaking populations.  OER assists in
     communicating information about the Division's affirmative
     action objectives and programs to the general public.
