     It is the policy of the University to consider establishing
     memberships in organizations designed to promote the
     advancement of education and research, to enhance the
     professional standing of its administrative personnel, and to
     facilitate favorable community-University relations. 

I. TYPES

    Four types of organizations might be of interest to
    Division staff:
 
          A.   Organizations of institutional service agencies and
               administrative officers (e.g., Western Association
               of College and University Business Officers)

          B.   Scholarly societies
 
          C.   Community organizations (e.g., Chambers of
               Commerce, Rotary Club)
 
          D.   Organizations where memberships are required to
               receive desired periodicals or office supplies and
               equipment (e.g., membership discount stores). 

          Memberships requiring payment of initiation fees and
          annual dues from University-administered funds must be
          authorized by the Regional Director, Assistant Director--Programs, or the Assistant Vice President--Administration.  Requests are to be submitted through
          appropriate administrative channels. 
 

II. GUIDELINES FOR APPROVAL

          In approving memberships, the following guidelines will
          be followed:

          A.   Payments will not be made to organizations that are
               primarily social (e.g., country clubs).
 
          B.   Requests should designate a fund source where
               balances are available to cover the fees.  No
               general provisions are budgeted for this purpose. 

          C.   Whenever possible, general rather than individual
               memberships shall be obtained as they often allow
               participation by several or alternate staff. 

          D.   Memberships in community organizations should be
               limited to those situations where there is a real
               need to enhance community relationships. 

          E.   Units (County Offices, Special Program units) may
               purchase a membership in an organization to secure
               its periodicals upon certification that the
               periodical cannot otherwise be secured.

          F.   Memberships in scholarly societies are considered
               to be personal responsibilities to be paid by the
               individual.
